“EU INC” THE 28th REGIME READY TO FLY
You want to create a new company somewhere in Europe ? Be ready to confront 27 different administrative frames, fiscal and social laws, and also be prepared to jump another hedge each time you want to extend to another European country. That’s the context for entrepreneurs so far. The good news has a name: EU INC, the long-awaited 28th regime. According to the announcement by the Commission on March 18, it will make it easy for a company creator to register once ever for all the member states, do it on line, within 48 hours, and for a cost no more than 100 €. Another good news, the proposal makes it also easier to manage the closure of a company in case of failureThe proposal will now start its journey through EU Parliament and Council, we don’t think it will be a path full of flowers, as one can expect some lobbies or national interests to come across. Says Eva Maydell Paunova, a Bulgarian MEP: “The proposal needs to be looked at as more than a JURI technical exercise and be judged by how well it helps EU companies scale and attract finance. If done right, the 28th regime could be transformational on a par with the Single Market, Schengen and the Eurozone in economic impact. If it is narrow, overly bureaucratic or fragmented in implementation, it will be a monument to a missed opportunity”.
The ECA does support this new step forward. However, beside the doubt which remains on the ability to transfer the project into law without reducing its reach, we would like to quote some other attention points. Firstly, it will be important to see if the new Regime can extend to existing young innovative companies, precisely the ones which when deciding to expand internationally, meet the burden. Then we would also expect the EU to move ahead towards unifying the fiscal and social national regimes, whose differences are another burden for innovative just born actors. Finally, one should ask the question of the step after : despite the administrative current difficulties, Europe is not poor in start ups, its real problem is the scaling phase, when some 30% of its successful companies end up being purchased by US interests. An issue which has been once more stressed during the DeepTech Forum in Bercy on March 18th. What about transforming the Draghi report into firm action ?
DIGITAL EURO: OVH CLOUD WILL PROVIDE THE INFRASTRUCTURE LAYER
To run, Digital Euro relies on different components, among which “Secure Exchange of Payment Information”. The data processed by this component will be hosted on OVH Cloud Infrastructure. The objective is to have Digital Euro up and flying in 2029, with tests starting in 2027.
SOVEREIGN?
SAP launches a new “sovereign” cloud service… operated by BLUE (the joint venture between ORANGE, CAP GEMINI and MICROSOFT AZURE). Concretely, SAP will provide a service layer, run by Blue. And at the end of the day, in case the US administration claims they need to access the data, many legal experts think they will be entitled to do so by the US extraterritorial law, as the whole thing relies on an US software provider.
THE CISPE AND OTHER IT ASSOCIATIONS FILE A COMPLAIN AGAINST BROADCOM
The CISPE is the association of European cloud service providers. It has requested the EU Commission to indict BROADCOM, after its huge price increase and its manoeuvers against some providers, which it says, will strangle European cloud business. VOICE, the German IT providers association, and the Dutch similar association, are following suite.
